Trooper Joe Owen - Serving Kansas


Trooper Joe Owen is a Kansas Highway Patrol trooper and the agency’s Lead Recruiter, bringing more than 20 years of law enforcement experience to the role. Originally from Oklahoma, Joe found his way to Kansas through college and community connections, and he’s spent the last 13+ years serving with the Highway Patrol—much of that time assigned in Harvey County. From his early career in corrections and county road patrol to specialized work alongside other agencies, Joe’s path has been shaped by steady professionalism and a deep respect for the responsibility that comes with the badge.

Today, Joe helps guide the next generation of troopers through a rigorous selection and academy process—one built on discipline, humility, and integrity. He’s passionate about the bigger mission of the Kansas Highway Patrol beyond traffic enforcement, including statewide partnerships, support for local and federal agencies, training programs, and public safety initiatives. Joe also has a strong interest in ham radio, which reinforces his focus on communication readiness and emergency planning. Grounded by personal experiences with the real impact of crime and impaired driving, Joe sees law enforcement as “standing in the gap” for communities—and he works to do it with integrity, service, and care for Kansans across the state.
